LONG TERM DEVELOPMENT CONCEPT (UNDER CONSULTATION)

  • The Long Term Development Concept (LTDC) - 2020 for Kathmandu Valley was made public on 29th July 2002.
  • The concept aimed to promote the Kathmandu Valley as historical, cultural, and tourism capital of the country.
  • After much needed analysis, LTDC 2035 has been drafted.
  • Four major focus areas:
    • Infrastructure improvement
    • Environmental improvement
    • Urban regeneration
    • Risk sensitive planning
  • Strategies and Objectives for LTDCP 2035:

Strategy 1

Institutional Strengthening and Capacity Building

Objective 1

Empower KVDA as a “Strategic Authority” with responsibility and powers to prepare and implement “Strategic Development Plan of entire KV”

Objective 2

Empower KVDA as an authoritative body to regulate major infrastructure development interventions in KV through coordination with line agencies, utility agencies and development partners/donors

Objective 3

Empower KVDA as an authoritative body to control, regulate and coordinate planning and land development activities

Objective 4

In order to have efficient coordination among government administrative agencies, utility agencies, local municipalities and VDCs, NGOs/ INGOs; empower KVDA to work as Valley Planning Commission.

Objective 5

Institutional arrangement and capacity development to undertake the above activities

Strategy 2

Micro and Macro Levels of Planning

Objective 1

KVDA to prepare “Kathmandu Valley Land Use Policy”. Guide, coordinate and capacitate local bodies to implement the policy.

Objective 2

KVDA to develop and implement “Kathmandu Valley Risk Sensitive Land Use Plan”.

Objective 3

KVDA to coordinate, guide and monitor local bodies for development and implementation of Local Level Development Plans in strict compliance to the Kathmandu Valley Risk Sensitive Land Use Plan

Objective 4

KVDA to coordinate and guide related line agencies for major infrastructure projects viz. roads, other transportation (airport, mass rapid transit), water supply/sewage, power system in compliance to eco-friendly standards.

Objective 5

KVDA to coordinate and guide related line agencies/authorities for major land development, re-settlement plans in KV in compliance to eco-friendly standards

Objective 6

KVDA to guide major building projects such as commercial complexes, large apartment blocks, industrial area etc. in compliance to eco-friendly standards

Objective 7

Institutional arrangement and capacity development of KVDA and local authorities to undertake the above activities

Strategy 3

Risk Sensitive Color Zones for Risk Sensitive Land Use & Transportation Planning

Objective 1

Develop and enforce land use zones based on National Land Use Policy 2069, Annex 1

Objective 2

Develop and enforce “Coloured Development Zones” based on the availability of land considering development constraints, multi-hazard risk sensitivity, carrying capacity and future projection for year 2030

Objective 3

Guide local bodies to develop, implement and monitor stringent development bye-laws in each coloured zones

Objective 4

Plan and implement high rise development in selected areas in the Yellow Zone in the south-east

Objective 5

Plan and promote non-polluting high tech industries (including IT, high-tech manufacturing and service industries) in the Yellow Zone and few medium/large scale non-polluting industries in the Green Zone

Objective 6

Plan and promote organized housing and land pooling in designated Green Zone, and few high rise development in the South

Objective 7

Assist Department of Survey in preparing Large Scale Geographic Information Database for Supporting Land Management, Development Planning and Disaster Mitigation

Objective 8

Take a lead role in initiating Participatory Land Use Planning with the integration of Transport Planning

Objective 9

Promote Transit Oriented Development (TOD) in less constraints and sensitive area

Strategy 4

Urban Expansion to the East and South

Objective 1

Guide urban expansion towards the North-East (Changunarayan and surrounding) or East (Sudal, Tathali, Chitapol) or South (Sirutar, Lubhu, Godamchaur, Thaiba, Harisiddhi, Dhapakhel, Jharuwarasi, Sunakothi, Thecho, Chhampi, Dukuchhap, Bungmati, Khokana, Dakshinkali)

Objective 2

Promote and develop Outer Ring Road (ORR) from Nayapati to Bhatedhikhuro and Srijananagar to Satungal (south of Arniko Highway) with connection to the proposed Fast track and planned Kathmandu-Kulekhani-Hetauda Toll Highway

Objective 3

Guide climate change and disaster resilient urban infrastructure and services development

Objective 4

Promote planned development for organized eco-housings and high rises in designated zones

Objective 5

Promote and develop Integrated Urban Service Centres (IUCS) and commercial/business zones in strategic locations to cater the needs of planned development areas and reduce trip generations to the central business districts

Objective 6

Improve transportation connectivity to the historic city core from planned new development areas in east and south through mass transit system, bypass links

Objective 7

Assess and promote interlinkage with the area outside the valley (in the east to the Kavre Valley, south towards Hetuada and Nijgadh) to minimize the existing and projected urban development trend

Strategy 5

Urban Regeneration of Historic City Core and conservation of Traditional Towns and Socio-culture

Objective 1

Rejuvenating the core historic cities through the preservation of the historical, cultural and social assets

Objective 2

Vertical Repotting in the core city to create economically vibrant city

Objective 3

Conservation of traditional townships, their architectural, cultural, social values, art and crafts

Strategy 6

Promotion of Tourism and Allied Services

Objective 1

Promotion of tourism and allied services to create employment opportunities in several sectors

Objective 2

Promotion of handicrafts, artefacts through cottage industries at neighbourhood levels to enhance Gender Equality and Social Inclusion (GESI)

Objective 3

Development and maintenance of eco trail or cycle trail around the valley to foster the local economy and livelihood

Objective 4

Promote development of tourism service infrastructures such as hotels, recreational centres, golf course, eco-parks

Objective 5

Promote development of sports venues (football/cricket stadium, golf course) to support development of sports in the country as well as to attract sports tourism in the KV

Strategy 7

Climate Change and Disaster Risk Resilient Urban Infrastructure and Societies

Objective 1

Study the impact of Climate Change on Urban Infrastructure

Objective 2

Promote design and construction of climate change and disaster resilient urban infrastructures

Objective 3

Enhance the capacities of local bodies to support societies and communities to develop coping capacities to Climate Change and Disaster Risk

Strategy 8

Environment Friendly Planning Approach

Objective 1

Coordinate and compliment planning with High Powered Committee for Integrated Development for Bagmati Civilization for the improvement of Bagmati and Bishnumati River Basin and other tributaries

Objective 2

Coordinate with Ministry of Science, Technology and Environment, Department of Transport Management and concerned stakeholders on reducing vehicular noise and pollution and promoting emission free vehicles

Objective 3

Coordinate with the Solid Waste Resource Management Centre, municipalities and concerned stakeholders on the sustainable management of solid waste in Kathmandu Valley

Objective 4

Coordinate with Ministry of Forest and Soil Conservation, municipalities, District Development Committees, Forest Users' Committee and concerned stakeholders on the protection of open space, conservation of forest and enhancement of greenery

Strategy 9

Alternative Approach to Street Lighting and Water Supply

Objective 1

Coordinate with Alternative Energy Promotion Center, municipalities, international organizations and concerned stakeholders for the installation and maintenance of solar lights in the strategic urban roads.

Objective 2

Encourage private households on the development of rain water harvesting by providing incentives

Strategy 10

Promotion of Social Equity

Objective 1

Provide special attention to promote social equity while preparing its plans and programs and implementing them with due concerns to the gender, poor, marginalized, disadvantaged and physically challenged people

Recognize informal sector and give opportunity to their business in organized manner
